Huge compile time in console log

## Summary

dev server logs ~50 yrs compile time.

This issue has already been reported in PR #914, and its root cause correctly identified. However, that PR was closed without comments, and the issue still persists on 1.0.0-beta.4.

Reproduce the issue by running the dev server on vinext 1.0.0-beta.4 and inspect PR #914, which reportedly identified the root cause. Trace the reported compile-time logging behavior and verify that the dev server no longer reports an implausibly large compile time.
