Telescopetest-io: Consolidate content-type calculation for Resources and Bottleneck

Right now the Resources tab and Bottleneck tab have different calculations for content-type. 'fetch' and 'iframe' also shouldn't be content types, this needs to be fixed. We should have these content-type decisions consolidated in one place. We can have the pie charts in Bottlenecks for content type then also be in Resources.
