Description
I noticed that tokio-quiche already has HTTP/3 DATAGRAM flow support and some CONNECT-UDP-related plumbing.
Is there interest in extending this further toward upstream RFC 9298 / RFC 9484-compliant CONNECT-UDP / CONNECT-IP support in quiche, for example by starting with incremental Capsule Protocol groundwork first?
I’ve been experimenting with this direction in my fork, so I wanted to check whether this would be a welcome upstream direction before opening PRs.

Research direction
Start by reviewing tokio-quiche’s existing HTTP/3 DATAGRAM flow support and CONNECT-UDP-related plumbing, then compare the proposed Capsule Protocol groundwork with RFC 9298 and RFC 9484. The issue does not name files or tests; done would require an agreed upstream scope and a concrete implementation plan.
