Allow to generate multiple tokens per challenge / pre-generate tokens

This was an extremely helpful feature in the original Privacy Pass before it became Silk.
You could do one challenge on Cloudflare's site, and get 15 tokens. This meant you could quickly do four CAPTCHAs and then would have 90 tokens which meant not constantly getting annoyed during browsing.
