Wrangler D1 import — succeeds as expected locally but fails on remote with useless error

### Describe the Bug

This is a fresh D1 database. I have a .sql file that executed just fine locally, but remotely it fails. Here's an example of back to back local and remote executions:

More, the error it fails with is inconsistent. See these 3 back to back executions:
