Push image to AWS ECR Public Registry💡

**Describe the feature you'd like**
Currently we have quite a large deployment of cloudflared running on AWS Fargate and we're hitting Docker Hub rate limits. I would like to request you start pushing the cloudflared Docker image to AWS ECR Public Registry as well so we can prevent rate limits.

**Describe alternatives you've considered**
I'm currently building the cloudflared Docker image and pushing it into ECR myself but obviously that adds steps for me.
