chore: 共有 AGENTS.md ルールを同期する

## 背景
親 workspace の AGENTS.md が独立 workspace で読み込まれないため、共通運用ルールを各プロジェクトへ配置します。

## 対応内容
- 共有 AGENTS.md の基本、Issue、Herdr、ブラウザ操作、検証ルールを同期する
- 既存のプロジェクト固有ルールは保持する

## 完了条件
- ブラウザ操作のモデル振り分け、別ペインレビュー、2回失敗時の人間への引き継ぎが記載されている
- 既存ルールが失われていない

Start by locating the shared AGENTS.md and the project-specific AGENTS.md files in the workspace. Compare their basic, Issue, Herdr, browser-operation, and verification rules, preserving existing project-specific guidance. Done means the required browser model routing, separate-pane review, and two-failure handoff rules are present without losing existing rules.
