Destroy failing in automated test for gitops modules

I have several gitops modules where the `deploy` action is passing tests, but `destroy` is failing. Most of the `destroy` is fine, but it fails when deleting the git repo (gitea). I've tried using back-level versions of the `cli-tools` container image, gitops provider, and `gitops` and `gitops-bootstrap` modules, but nothing seems to have fixed the issue.

When it fails, the git repo is deleted successfully, but the provider/`igc` cli returns the following error message:

It almost looks like the provider is trying to apply changes to the repo after it has been deleted.
