RJ can install Iteration Zero into an air-gapped environment

- **Tekton Resources** - download the yaml file and store it with the module. We should add automation to create a new version of the module each time a new release of the Tekton Tasks is made (#529)

- **Sonarqube** - init container downloads plugins (docker.io/ibmgaragecloud/sonarqube-plugins contains the plugins and the install script to be used as a replacement init container)
- **ArgoCD** - init container downloads plugins
- [ ] Update the process to do a `terraform init` prior to packaging the iZero scripts to download the modules and plugins
- [ ] Containers used in Tekton pipelines need to be registered
- [ ] Copy the required container images into the IBM CR (or any central repository) and update the deployments to point to them (install failed cluster, determine missing images, and add them)
