Add MQ starter kit

I'd like a concrete example of how to deploy MQ as part of a cloud native architecture.

There are many benefits to deploying MQ alongside other cloud native technologies. Seeing a concrete example will help users learn how to do this with a practical example. They can also use this example to kickstart their own deployments.

**Describe the solution you'd like**
I'd like to add a new repository under the Starter Kit section for MQ.
Initially, the MQ starter kit would demonstrate the use of Git, GitOps, Tekton and ArgoCD to create a single source of truth for a MQ cloud native deployment on an OCP cluster. This provides Git based visibility and governance for MQ CI/CD.

We can look to add more components over time, and scenarios over time, but this is the MVP.

Stand-alone repository

**Additional context**
Additions could be OCS/Portworx, EFK, Prometheus/Grafana and so on, but we'll start with Git based operations.

**User Story**
As an MQ administrator, I want to move a set of queue managers from an on-premise deployment to a cloud native infrastructure based on RedHat OpenShift. I'd like to configure these queue managers to get the benefit of cloud native technologies such as Git and GitOps, Tekton and ArgoCD, and I'd like real-world deployable examples that show me how to do this.
