Description

**Describe the bug**
When installing on multiple VPC Gen2 IKS clusters the Jenkins API Token is not created and this is causing the whole model of Toolkit to fail on this IKS environment, `igc pipeline` fails. This has been tested on multiple IKS Gen2 VPC configurations and is consistently failing

**To Reproduce**
Steps to reproduce the behavior:
1. Create a cluster using this VPC Terraform Assets https://github.com/IBM/cloud-enterprise-examples/tree/master/iac/15-iks-vpc-public-gateway
2. Install the Toolkit using the Private Catalog https://github.com/ibm-garage-cloud/cloudnative-toolkit
3. use `igc credentials` and see the API token is missing from Jenkins

**Expected behavior**
API Token to be created for Jenkins when it is installed
