User wants an HA cluster across multiple zones, today he can't use the toolkit to create a new cluster multizone, or add zones to an existing cluster.
**Describe the solution you'd like**
Support ability to create cluster with multizone or add additional zones to existing cluster
**Describe alternatives you've considered**
Creating the multizone cluster manually using the IBM Cloud UI first, then install the toolkit on top
**Additional context**
High priority for the request is for OCP 4.3 on IBM Cloud
