Allow terraform for iteration zero support reuse of cloud services between clusters

**Describe the solution you'd like**
When you are developing in a resource group for a team or group of teams, and you have different flavours of clusters ie IKS, 311 and 43, it would be very useful to install `Cloud Native Toolkit` into one cluster and then reuse the services for binding and integration between clusters. This enables a centrallised set of services for LOGDNA, System for monitoring, Storage, Data and App Authentication and will enable cross cluster integration and testing, and reduce the cost of running multiple clusters

Manually configuring all of this is tedious
