Add dashboard to show Windows Containers metrics

Metrics extracted from windows_exporter have different metric names and labels than those scraped from linux systems, so the windows nodes show up empty in the openshift performance dashboard.

I updated the dashboard and dumped the json from grafana itself, but the work needed here is to port it into the jsonnet syntax to generate dynamically.

Until this is officially added, Import JSON on the below should work.

Start with the Grafana JSON export linked in the issue and compare it with the repository's Jsonnet dashboard definitions. Port the Windows Containers dashboard into Jsonnet so it is generated dynamically, then verify that Windows nodes no longer appear empty in the OpenShift performance dashboard.
