Enhancement: trying to install and configure `clj-refactor` with the declarative `use-package` instead of imperative `package-install`

Hi,

I am trying to install and configure `clj-refactor` with the great package called `use-package`.

If successful, I will send a patch improving `clj-refactor` documentation of the installation.
