Description

HTTP handlers have side-effects, so they don't have replayability requirement of reducers.

It would be nice to have a CSPRNG available to HTTP handers, so they could e.g. mint JWT tokens for bridging from other authentication systems.

Research direction

The issue does not name files or tests. Start by locating the HTTP handler entry points and any existing randomness interfaces, then determine how a cryptographically secure generator should be exposed without affecting reducer replayability. Done means HTTP handlers can access a CSPRNG for uses such as minting JWTs, with appropriate tests.
