Description
It's possible for one process to bind to the IPv4 loopback port (e.g. spacetime start) and another process to bind to the IPv6 loopback port (e.g. docusaurus), leading to an enormous waste of time.

Research direction
Start at the entry point that handles spacetime start and its port binding; the issue does not name a file or test. Reproduce the IPv4/IPv6 loopback collision with spacetime start and docusaurus, then verify that binding detects the port as already in use and reports the conflict before proceeding.
