Description
We have had plenty of times where we have forgotten to bump the version.
TODO
Add a CI check that, for tags like vX.Y.Z-foo, we run the tools/upgrade-version tool for that same X.Y.Z version, and check that there's no git diff

Research direction
Start by inspecting the repository's CI configuration and the tools/upgrade-version tool. Reproduce the version check for a tag matching vX.Y.Z-foo, using the same X.Y.Z value, and verify that it leaves no git diff. Done means the CI check catches an unbumped CLI version and passes when the tag and version match.
