Description
This came out of https://github.com/clockworklabs/SpacetimeDB/issues/2830.
While it could be useful to allow RLS rules to join private tables, so that the rules can reference data that isn't user-accessible, that would be a larger undertaking.
For now, we at least want to give a better error message, earlier in the process.
