Description

Reproduction:

  1. #[table(name=test)]
    struct Test {
    	owner_id: Identity,
    }
    
  2. #[table(name=test, public)]
    struct Test {
    	owner_id: Identity,
    }
    
    #[client_visibility_filter]
    const TEST_FILTER: Filter = Filter::Sql("SELECT * FROM test WHERE owner_id = :sender");
    

Compiles successfully (obviously), but then fails at publishing with:
Error: Failed to create or update the database: Cannot define RLS rule on private table: test. Please make table public if you wish to restrict access using RLS.
