[Idea] Allow basic filtering / sorting / searching forecasts

Otherwise a large list of forecasts becomes unmanageable. This makes especial sense in combination with pagination.

How much filtering to allow and some rough ideas how this should look need to be considered first. It might be enough to filter by resolution and to search the forecast title as a first step.
