Issue Description:

The [following component](https://clearlydefined.io/definitions/git/github/apple/swift-collections/f504716c27d2e5d4144fa4794b12129301d17729) has a declared license currently shown as “Apache-2.0 AND NOASSERTION”. When I click on the Edit icon and want to curate as “OTHER”, the text in Declared License is getting changed to NOASSERTION only and not what actually I selected. Even if I change parts of the existing expression, it still seems to want to keep the NOASSERTION part.
