Investigate: curation PRs that imply file deletions

Previous issues introduced by forcibly matching request casing required manual interventions on the curation files; initially, it seemed a good idea to get rid of the files in error, but this caused a validation error.
We should find out if it's valid to submit curation PRs that include curation-file deletions, and readjust the checks in that case.
