Investigate how to improve developer experience

We should think about how to create a developer environment that make sense for contributions, the current approach is that developers share some resources like the database and the search, and for the Storage account each one creates its own set of queues. This approach works well when just a couple of developers are working together, but if we start receiving contributions this approach can start bringing contention.
