Description

[pycountry](https://github.com/flyingcircusio/pycountry) is very clearly LGPL licensed and, as far as I can tell, has always been so.

The [ClearlyDefined record](https://clearlydefined.io/definitions/pypi/pypi/-/pycountry/22.3.5) says `GPL-3.0-or-later AND LGPL-2.1 AND LGPL-2.1-only`. I didn't even see anything in the `files` that made a reference to GPL, so this is puzzling.
