Video settings: Put Close icon outside of scrollarea, so always visible even when scrolled

The close settings icon should be outside of any scrolling area so that it is always present at the top.
Also: Can the close icon button be larger and more obvious (e.g. slighty brighter over dark background)?

Possible fix suggestion: So put the rest of the content inside a scrollable element.
This expectation - that back/cancel/close interaction buttons etc should usually be visible - applies to the video playback settings (and possibly other UX)
