Remove VIEW EXPERIMENTS link for catalog-only deployments

Start at the Pipelines UI flow and inspect how the Experiments link is rendered for catalog-only deployments. Reproduce the behavior and verify that VIEW EXPERIMENTS is absent in catalog-only deployments while remaining available where experiments are supported.
