Cannot install Dynet Python bindings on Python 3.10 and 3.11

Hello!

Unable to install Python bindings for Dynet. Tried two different versions of Python: 3.10 and 3.11, both from pip and from the GitHub repository.

Reproduce the reported pip installation failure on Python 3.10 and 3.11, then start with the Python binding files referenced in the log: python/_dynet.pyx and python/_dynet.pxd. Also inspect the cited C++ compilation locations, including dynet/nodes-random.cc and dynet/nodes-rounding.cc. Done means the bindings install successfully on the reported Python versions.
