Description
Can't build wheel using python 3.9, can't figure out the manual install.
Any chance there is a way to get the wheel to build for pip install?

Research direction
No source files, tests, or build entry points are named. Start by reproducing the wheel build for DyNet with Python 3.9 through pip, then inspect the existing manual-install and packaging instructions. Done means a Python 3.9 wheel builds successfully and can be installed with pip.
