Description
As a sysadmin i want to block a user so that they can no longer make edits or add datasets etc (and thereby prevent spammers causing harm)
As a sysadmin I want to unblock a user so that a user blocked by mistake can be unblocked
A blocked user:
- Cannot edit or create datasets or any other kind of object
