changes for ubuntu 14.04

The packages needs changes for 14.04
- gems is no longer needed as it is part of ruby
- ruby version now 1.9.1
- apache2 config files need .conf extensions
- apache2 config fines need `` section to allow access

I'll add the diffs I've made when I get a chance

The datapusher also needs to apache2 config changes too and I think that it adds a deprecated section in `/etc/apache2/ports.conf`
