Create operation proceedure document via bylaws

We need to create documentation that outlines the abilities and responsibilities of the organization. This should include but is not limited to membership definitions, voting processes, and elections. This document will help ensure that we address business in a way that is fair, consistent, and transparent.

Some early considerations: Should we have two separate documents? One would dictate our membership and election process, the other would detail our every day operating processes. The benefit of this would be that we can make the membership document more stable and hard to change but keep the processes flexible and easy to change. The downside would be a bit extra bloat- more organization for organization's sake.
