Description
OPO uses their department page as a landing page.
Since we're not going to add any new buttons, we need to re-configure the buttons on [OPO's department page](https://alpha.austin.gov/en/police-oversight/)
We need to factor in all the user personas that account for OPO's audience
Take a look at the personas for reference
We want to create a path for all users to get what they need from the dept page
- [ ] Find all user personas documentation
- [ ] build user stories/use cases for each of those
