Description

This is an exploration into a short-term work around for the fact that legal documents are currently not translated.

The idea is that we could link the i-speak number so that non-English speaking residents could call if they need help understanding an official doc that is not in English- my primary example is the "policies to review" portion of an official complaint, which is not included in the summary and thus not translated.

**User story:**
I am a Spanish-only speaker who wants to learn more about the complaints that are processed by OPO, I currently can only get a summary of the complaint in Spanish but the actual content within the complaint is only available in Englsih.

Here are some preliminary steps
- [x] Contact Houmma from Language Access to see if current hotline resource could fit this use case and/or if this is a possibility with current resources
- [ ] If there are budgetary constraints, this would likely be available for a limited time, as a way to do some testing on how many people use it. In that case, we need to determine the timeline and availability. Create another issue for this.
