Be able to translate slugs

**- original issue:** Our translated Spanish pages, when we change the slugs to Spanish, have been 404ing. @jairPineros can we add this to your QA process?

**- what we figured out:** right now we just can't translate slugs, the translated slug will point a user to a webpage that doesn't actually exist. This functionality could potentially be developed with redirects, but it takes a dev lift. This probably needs to be backlogged.

What the content team is trying to do by translating slugs is get our **Spanish language SEO** on par with our English SEO. We are open to ideas/workarounds for this end goal.

Start by reviewing how translated slugs and redirects are currently handled for Spanish pages, since the issue names no files or tests. Define a workable approach and verify that translated URLs resolve without 404s while supporting the stated Spanish SEO goal.
