UI in a mobile device breaks on horizontal orientation

## Describe the bug
The Home page of the of alpha.austin.gov when
## URL
https://alpha.austin.gov/en/ in a mobile device on horizontal view
## To Reproduce

Using a mobile device on horizontal view
example:
1. Go to https://alpha.austin.gov/en/ using a mobile
2. turn the device to have a horizontal view (see the screen shot for results)

## Additional context

Issue seem to be only on the home page and only present on horizontal view. It was tested on an IPad and the issue was not present and tested on a computer changing the aspect ration of the screen and the issue was not present.
