Filtering of official documents

As a resident, I want to be able to view official documents according to my interest.

Aspects for filtering:
By date. Official documents already have this
By document type: will need to use tagging to enable this
By location: document template will need to be updated to accommodate this

Because tagging is essential and flexible, our design should also allow for multiple aspects, ie, multiple criteria by which a document can be filtered.

Note that this specific filtering is constrained to official documents, and is not "search".
