Official documents, filtering, search, and tagging

As a resident, I want to be able to access official documents in a way that let's me understand the full scope of the content within official documents, by allowing me to access them by type of document or searching their contents.

This effort will include issues that cover:
• converting redacted pdfs to searchable text
• the ability to filter documents
- by official document type
- by date
- additional criteria based on doc type (see tagging below), like location
• new IA that reflects new content and single documents
• ability to create one or more custom tags sets which reflect the criteria by which groups of documents can be searched
– presumably, the tag set taxonomy can be created by admins/publishers
- tag sets widgets can then be added to a page (streamfield?)
