Print Feature on Janis

### As a resident who wants or needs to print out a web page, I need an easy way to do that on the page that produces a print-format page and doesn’t need me to know how to do that from my browser.

**Is your feature request related to a problem? Please describe.**
As we make transition PDFs to webpages, we don't want users to lose functionality. Doing so creates resistance in eliminating PDFs.

**Describe the solution you'd like**
A print button? Sarah Rigdon might have more ideas.

**Additional context**
The Rules of the Court page is a good example of a page that might need this.
