Add copy to language disclaimer

Replace existing text with following Spanish copy on the disclaimer message that comes up when you hit the "Español" button and add option for user to X out of window:

Continuamos procesando las traducciones en este sitio web. Para ofrecerle información relevante y clara en su idioma, hemos optado por usar traductores humanos. Por esta razón, es posible que no todas las páginas estén inmediatamente disponibles en Español.
