Support characters other than Latin alphabet on Joplin

### As a content author, I want my CMS to support characters in languages like Burmese, Urdu and Chinese so that I can publish translations in those languages without relying on using PDFs.

This need is demonstrated currently and is a blocker to creating equitable web content for COVID-19.

Support translations in languages with non-Latin characters in the same way that Spanish translations are supported.
