Description
As an admin, I want a way to control the global nav lists, ie, the themes, topic collections, and images that show on the Janis home page.
This UI should support #4392.

Things to manage:
- [ ] Themes
- [ ] Topics for each theme, and the order in which they appear
- [ ] Ability to translate themes and topics (including any relevant fields)
- [ ] image if any
- [ ] Text (overlay?)
- [ ] Content like news and events (eventually may want to improve editorial control, but for now maybe only number of entries?)
- [ ] Footer (list of links, social media, etc.)
