### As a resident I want to be able to see a page of city leaders so that I can learn more about them, how to get in touch with them, and understand my city government.

**Is your feature request related to a problem? Please describe.**
We have a way to display department directors on department pages, but we don't have a way to display them in other places.

**Describe the solution you'd like**
- a city leadership page (governor, district representatives, department directors)
- ability to search for city contacts
- ability to auto-tag staff within the directory when they're mentioned in news or articles
- card component that can be inserted into pages (similar to director block)
