### As an austin.gov team member, I want to know how often outbound links get clicked, so that I can make better product and content decisions going forward.
We link to pages outside of austin.gov all the time. However, we're not currently capturing that data on Google Analytics.
### Acceptance criteria
- [ ] Google Analytics tracks every time an outbound link is clicked. (Compare with how austintexas.gov is tracking outbound analytics as an example for potential implementation)
