Municourt has multiple locations but only one shows up on the dept page

As a resident, I want to see all the location associated with a dept when I visit that dept's page so that
Municipal Court services are all offered at one of just three locations, but only one of those locations is visible from the department page.

## Current behavior
Since the contact page only holds one location page, I can't assign multiple Municipal Court locations to the department page.

## Expected behavior
If there are multiple locations for a department I expect that all of them will be listed or linked from the dept page.
