"What do I do with?" gets blocked by privacy plugins

### As a user with a privacy plugin installed, I want to know when an embedded app won't load, so that I can choose to turn off my privacy plugin or open a link in a new window and be able to access the functionality.

We'll want a solution similar to what we implemented for loading form iFrames, but this time for an app within a step. Can we design something reusable for different types of apps?
