Hours exceptions: by appointment only

### As a content author I want to be able to select "by appointment only" as an hours of operation option so that I don't risk confusing users by either omitting hours all together (shows up as closed) or using standard hours that are not true.

I am transitioning EHSD to the new location type. There is a service related to the mobile food vendor permitting process that is by appointment only. As i try to connect this service to the location, I am having to decide the best of two not great options. Do I list the hours of the service as the same as the location? or do I not include hours, which causes the service to look closed. For now, I am choosing to include the facility hours, with a note in the special hours text block indicating that the service is by appointment only.

**Describe the solution you'd like**
As I associate services with the locations, I'd love a radio button or checkbox that would override hours and display a message on the Janis side that said something like "This service is available by appointment only."
