### As an editor, I want to:
- only edit content pages
- only edit pages in my department
- I don't want to see links for things I can't access (example links to snippets when I can't edit them)
- (do I want to see any other pages?)
### As a moderator, I want to:
- edit content _and_ IA pages
- only edit pages in my department
- (do I want to see any other pages?)
### Next steps
- @desigonz to review and compile requirements in #3378
- Review with content and design
- Might need to design the flow for an admin to assign someone to a department
- Break down into issues and send to dev
