Description

### As an austin.gov team member, I want to know how users navigate guides and which sections are most viewed, so that I can make better product and content decisions going forward.

When you click on the nav for a guide, an anchor link takes you to that guide section. For example: https://alpha.austin.gov/en/permits-tickets/business-permits-and-licenses/food-business-permits/mobile-food-vendor-permit-guide/#Learn-and-prepare-5

However, that data isn't being captured on Google Analytics

### Acceptance criteria
- [ ] Google analytics tracks the number of times that an anchor link is accessed
- [ ] If possible set up a separate event for each time an anchor link is clicked through the side nav (As opposed to scrolling through)

- [ ] Let's test how the anchor tags we've set up for the guide work in Google Analytics.
- [ ] Also, how does it work when users scroll through vs. click to pages through the side nav?
- [ ] What metrics are meaningful to track on the guide?
- [x] Related, the feedback loops we currently have planned are analytics and the page feedback form? Is this enough for the guide?
- [x] What's our feedback review process for this data (how do we collect it, how often do we review it, who reviews it)?
