UX for simultaneously creating new topic collection/topic/page is awkward

## Describe the bug
Publishing all new topic collections/topics/pages all the same time requires lots of open windows, patience, and not jumping to bug conclusions.

## Current behavior
### When I create a new service/info page that will live in both a new topic and a new topic collection, I...

1. **open a new tab to create the new topic.** Since the topic requires a top link and that top link must be a live page, I have to...
2. **publish the service/info page before I publish the topic page.** This means the service/info page will be live but 404 until I...
3. **publish the topic page and**
4. ** publish the topic collection page** making sure not to add a top link or topic to them so that they will publish correctly. once they are live, I can...
5. go into the topic collection
6. assign the topic to the topic collection
7. go to the service/info page
8. assign the correct topic for the service/info page
9. try navgiating to the destination service/info page from alpha.austin.gov
10. now it works.

## Expected behavior
Not so many steps? I expect to be able to assign the page to a topic and topic collection from the draft of the service/info page or at least not have it be live **and** 404 and still be correct (404 to me means "you broke it/messed it up" to me, not "be patien and wait for builds")
